Tasers are a type of electrical weapon that was first developed in the early 1990s. They were eventually approved for use by the U.S. Department of Justice in 2002, and now exist throughout most of North America. Tasers are classified as a nonlethal weapon, meaning they don’t kill people directly, but instead cause pain or discomfort that can be fatal if it is used too often. It proved more successful than earlier weapons and was eventually adopted by law enforcement as well as other institutions throughout America. Rockville is a town located in Montgomery County, Maryland, United States. As of the 2010 census, the population was 17,711. The name "Rockville" is derived from the nearby Rock Creek Valley and its inhabitants were known as "Rocks." The first settlers in what is now Rockville were Englishmen who came to the area in 1812. They built a log cabin on a hill overlooking Rock Creek Valley which they called "New Rocks." In 1814, three men named John Marshall, Robert Lewis, and James White established a stage coach station at New Rocks which became one of the most important transportation hubs in rural Montgomery County. By 1830, many farmers had moved to this area and began to grow potatoes and other vegetables for market. By 1840 there were over twenty businesses in Rockville including four stores, two hotels (the Masonic Lodge & Hotel), two blacksmiths*, four carpenters* (one mercantile and three prospectors), six shoemakers* (three dyer's shops and five shawlmakers), six printers* (five newspapers and one lithographer), four harnessers*, one saddler*, one cooper(* Cooperstown) (* One man only - Samuel Hays). In 1854, Dr. George Washington Carver founded Carver's Farm near present-day Bethesda while doing research for his influential book/tractorial treatise on farming methods called The Vegetable Gardener. This led to many new customers for Carver's farm products such as cornmeal*****. In 1856 he married Miss Anna Alice Morse.* After her death he married again but this time to Miss Sarah Joice Kappeffer who bore him three children: Edward Everett Kappeffer (1858-1926), Howard Julian Kappeffer (1860-1941) and Nancy Louisa Kappeffer Carpenter (* 1888). Rockville was incorporated as a village on April 14th 1865 by vote of the town officers with precincts being set up along North Frederick Street between Eastern Avenue and Spring Street. On October 1st 1870 residents of neighboring Glen Burnie voted overwhelmingly not to incorporation into Rockville despite having more than twice the population ofRockville! The reason given was that Glen Burnie had become so heavily populated with soldiers quartered there during World War II that it felt like their town had become an military installationrather than an agricultural community centered around agriculture.* On December 5th 1870 when word reached Rockville officials that Glen Burnie had successfully incorporation they immediately ordered all doors of their building closed until official records could be compiled! Unfortunately this measure failed because even after incorporation some residents continued to reside inside their homes rather then joining the new community where services would be available at all times! Bryan Grimes wrote about life in Rockville during these early years: " ROCKVILLE WAS FIRST SETTLED IN THE MIDDLE OF A NONPROFIT AREA THAT NOW PROVIDES MONEY FOR UTILITIES AND BUSINESSES... IN 1865 ROCKVILLE WERE INCORPORATED AS A VILLAGE BY VOTE OF THE TOWN OFFICERS WITH PRECINCTS BEING SET UPalong NORTH FREDERICK STREET BETWEEN EASTERN AVENUE AND SPRING STREET... ON OCTOBER 1ST 1870 RICHARD McKEEZY FOUNDED CARVER'S FARME NEAR PRESENT DAY BETHESDA while DOCTOR GEORGE WASHINGTON CARVER WAS WORKING ON HIS IMPORTANT BOOK/Tractorial TREATISE ON FARMING METHODS CALLED THE VERGEE GAZETTE... THIS LEFT ROOTS FOR MANY NEW CUSTOMERS FOR CARVER'S FARM PRODUCTS INCLUDING CORNMEAL*****". Today Rockville has over 17 thousand Residents making it one of MD's Most Populous Cities* *U S Census 2010

Tasers first became popularized in the early 1990s, when they were used as stun guns. They quickly became known for their ability to incapacitate prey, and in 1999, the U.S. Food and Drug Administration licensed taser manufacturers to sell them over the counter. In 2006, the manufacturers merged to form Martin Marietta Corporation. In 1984, the U.S. Congress passed the National Defense Authorization Act which authorized the arming of law enforcement officials with tasers as a means of subduing suspects. In 1990, The Department of Justice issued an opinion interpreting section 619(a) of the Internal Revenue Code which authorizes taser use against citizens without warrants when they are acting in their official capacity within the United States. On February 4, 1991, Mayor Rudolph Giuliani used a taser on new NYPD officer Gilberto Ramos after he refused to disperse a crowd that had gathered outside his office during a disturbance.

Rockville was founded in 1759 by James Bowie and patented on May 9, 1760. It became a state capital in 1849. The area now known as Rockville was first settled by German colonists in the late 17th century and initially included parts of what is now Montgomery County. In the early 19th century, English settlers arrived, and in 1814 Rockville became the county seat of Montgomery County. The town gradually grew larger until it had a population of over 50,000 by 1910. Today, Rockville is home to about 27,000 people who live in more than seventy-five neighborhoods. Rockville's history can be traced back to two important moments: its incorporation as a town on November 3, 1800, and its designation as the permanent capital of Maryland on December 12, 1849. As a townsite located near three major transportation hubs – Baltimore City (west), Frederick County (north), and Washington County (east) – Rockville quickly came to become an important center for trade and industry. In addition, its location made it well suited for education; at one time all seven public schools in Montgomery County were located within walking distance of Rockville. The growth of rock music began here too; before long clubs existed throughout the town that served up local talent with free food and drinks during night concerts. Eventually such venues attracted large crowds that interfered with evening classes at nearby institutions like US Naval Academy or Johns Hopkins University (then called Baltimore College). But despite these challenges from outside forces – primarily development pressures from surrounding cities –rock music continued to grow steadily through the 20th century into what is today one of America's most popular genres. Thanks largely to advances in recording technology and touring groups like The Rolling Stones or U2 – both based out of London during this time period –rock music has increasingly been seen as an American phenomenon worldwide since its inception some 40 years ago

Rockville was first settled in 1788 by German immigrants. It was named after Prince George of Mecklenburg-Strelitz, who donated land to the town. The first post office in Rockville opened in 1836. In 1881, Rockville became an incorporated town. The Rockville Union High School was built in 1902 and is still used today as a high school. In 1933, the United States Post Office moved from its original location to what is now McNary Square.
