On January 15, 1800, Sir Robert Peel ordered Captain James Cook to sail his flagship Discovery into Chesapeake Bay en route to North America but failed to pay attention while Cook sailed past Georgetown Harbour without stopping at Annapolis Royal where he was supposed to meet Governor Tryon He left instructions not only for Cook but also for his crew who should approach no British port until paid their passage fees London so they could build up trade with Europe before sailing home A contemporary account notes "It [Annapolis] lay about eight miles distant from Georgetown...and had never been visited by an American…the English thought it necessary that we should show them our country."
