New Carrollton is a town in Washington County, Maryland, United States. The population was 11,362 at the 2010 census. It is part of the Baltimore–Washington Metropolitan Area. New Carrollton was founded in 1814 by English colonists as New Kent County and became a municipality in 1868. In 1795, when George Washington moved his forces into what is now Washington County from Frederick County on the Potomac River,[1] he began construction of Fort Necessity on land that would later become New Carrollton. The fort served as a military stronghold during the War for Independence and also acted as a trade post between Georgetown and Annapolis Valley before being abandoned in 1800.[2][3] A new fort was built on the same site in 1814 by Colonel John Macdonald after General Anthony Wayne's army burned down Fort Necessity during their campaign against Native Americans at Mount Vernon.[4][5] The town of New Kent (now known as Old Kent) grew up around this fort and development followed suit; however, not until 1870 did Bethesda annex parts of what are now eastern Montgomery County (including present-day Bowie), western Anne Arundel County (present-day Rockville), and northwestern Garrett County (all within present day Prince George's County).[6][7] The merger came about due to competition from more populous neighbor Uniontown over access to water resources; however, it soon became apparent that all three towns were growing too fast for their small populations to keep pace with increased needs. By 1972, all five towns had reached an agreement under which they would merge into one large municipality with an initial population of 13,000 residents;[8] though there remained some economic diversity among them,[9] annexation brought about equalization of resources and greatly simplified municipal government operations – making it easier for residents to connect with each other and make decisions affecting their community directly.

In 1916 the United States Congress passed the National Defense Act which authorized construction of Fort McNair within Montgomery County as part of Army General Order No. 527 giving command to subordinate commanders for "the purpose of training all law enforcement officers in crime prevention." The fort was completed in 1917 and became known as Fort Detrick after Headquarters Tenth Army Group headquartered at nearby Joint Base Andrews (JBA). It was renamed Fort Meade in 1961 when it became Headquarters U S Army Forces Europe (USAFE), which merged into Headquarters U S Army Europe in 1994 under then-Army Chiefof Staff Gen Colin Powell serving as its first commander while also holding concurrently Directorate II responsible for nuclear weapons operations across all three services under Secretary Caspar Weinberger before he resigned effective Jan 1, 1993 over IAEA inspections program Evaluation Branch Director Robart's objections placed within Directorate II only during his final months in office until he succeeded Weinberger who withdrew both programs effective Feb 2nd 1993 having failed to win congressional approval for their inclusion within Division I Chiefs Department Structure effective May 17th 1992 prior to its establishment effective July 1st 1993 following recommendation by Assistant Deputy Secretary William Meehan who reported to Deputy Assistant Secretary Lawrence Kapp who reported to Assistant Deputy Chief Francis Cusack who reported to deputy assistant secretary general staff member Major Frank Terpis
