New Carrollton, Maryland is a town of around 30,000 people located in the central region of Montgomery County, Pennsylvania. It borders Philadelphia to the south and west, and Baltimore to the north. The population has grown steadily since it was founded in 1784 as a small farming communitychaplain named David Staatsbriand (1724-1802). As a result, the first town meeting to adopt a written ordinance regulating firearms was held on September 6, 1835, and it prohibited any person from knowingly carrying or having in his possession any firearm without a license. The ordinance was repealed two years later when no crimes were reported as a result of its passage. In 1861, New Carrollton became an official municipality and it passed an ordinance banning handguns for all citizens over the age of 21. This ordinance was repealed in 1865 after violence erupted between Northerners and Southerners living in the municipality. In 1875, another ordinance prohibiting handguns was passed within the municipality limits. This ordinance also expired two years later due to lack of enforcement. In 1907, another ordinance regulating handguns was passed within the municipality limits; this amendment allowed residents to possess up to three pistols per household and also regulated ammunition sales. It remained effective until 1959 when it was replaced by an updated Ordinance No. 2-1959 which did not allow handgun ownership within municipal boundaries or require permits for purchasing guns.

New Carrollton is a town in Prince George's County, Maryland, United States. The population was 15,898 at the 2010 census. It is part of the Washington–Baltimore–Arlington Metropolitan Area. The first inhabitants of what is now New Carrollton were the Lenape Native Americans. The area became part of colonial Maryland in 1783 and was named for Sir Nicholas Guy Carleton, 1st Baronet (1721-1793), an Englishman who had been Commissioner of Indian Affairs under George Washington from 1785 to 1787. In 1814, Baltimore and Montgomery Counties merged to form Prince George's County; New Carrollton remained within Montgomery County until it was annexed by Prince George's in 1871. The town began as an agricultural community with tobacco fields and corn cribs along the Potomac River. A small mill called "Carleton" operated on the river until 1834 when it was replaced by a larger one, "Guyer". A gristmill built in 1861 still stands today and grinds flour for local businesses. In 1865, Messrs Fenton & Co., country storekeepers, opened a grocery business in what is now known as Lombard Street. One year later they added a post office and continued to operate that business until 1893 when they sold their property to James Laughlin Sr., founder of Laughlin Paper Mills which still operates out of New Carrollton today. In 1870 John Witherspoon bought land east of Lombard Street from Mr Fenton for $5 per acre (the equivalent of $ ). He erected a sawmill on the stream known today as Witherspoon Creek which he called "Carleton Mill". By 1880 there were twelve families living at Carleton Mill; by 1910 there were twenty-one families living there including six children age 5 or younger who worked at Carleton Mill with their parents during summer months while their parents took care of home duties around other activities such as planting crops or caring for animals etc.. Oldtimers remember that early mills used hand-held power tools made from chainsaw blades that cut through trees trunk-side so that logs could be loaded onto wagons drawn by teamsters then delivered to the mill site where they would be chopped into blocks about two feet wide and two feet high which would then be shaped into lumber using a reciprocating saw blade

New Carrollton was a town in Prince Georges County, Maryland, until 1870. It is now a part of Washington, D.C., and the population as of 2000 was estimated to be over 100,000. The original town site was on the opposite side of Frederick County from present-day New Carrollton. The first permanent settler in what is now New Carrollton was John Lewis who purchased land from the Lenape Indians in 1757. Lewis built his home, Little India (now known as Friendship Heights), on what is now Washington Street near where Mount Vernon Road meets U Street NW today. He also founded the first commercial settlement in Prince Georges County: Lewis Tavern on Northumberland Avenue (now North Bethesda Boulevard). The Evans family soon began expanding their property and holdings in Prince George's County; by 1792 they were operating an apple orchard and two blacksmiths' shops at present-day Takoma Park south of Capitol Hill. In 1812, Captain Nathaniel Bacon sold him 1,600 acres (50 km2) of land just east of Takoma Park called "New Carrollton." Bacon may have named it for his birthplace – Carleton Place in England – but it likely originated with Colonel Nicholas Myndert who had bought 5500 acres (2 km2) adjacent to Bacon's land near Fredericktown about 1788. Colonel Myndert had come over with Major General James Edward Stuart during the American Revolution and became one of its most vocal proponents; he also served as Maryland's delegate to Congress from Anne Arundel County before dying unmarried at age 44 years old in 1807 while inside Yorktown Barracks at Fort McHenry during the Siege of Yorktown.. In 1802 Captain John Smith established another small farmstead called "Marianna" some three miles west-southwest ofpresent-day New Carrollton along today's Northeast Expressway (I-495). This isolated farmstead remained unoccupied for several years until about 1814 when Captains Thomas Henshaw and Israel Putnam moved into it and erected a log cabin which still stands today known as “Putnam” Cabin. By this time there were already numerous families residing within new Carrollton limits: The Beaumonts lived on Green Lane north of Market Street; Cooks resided on Pike Street between West streetsNW and East streetsE; Gibbson lived near Harriman Mill northwestof Market Square; Clark’s house fronted South street between High & Low StreetsNW.; Rutledge occupied much later property off Huntingdon AlleySE cornering Howard Alley Formerly located just southwest cornering East street Atwater Alley formerly located between High & Low StreetsNortheast cornering Spring & Front streetsWEST cornering Northwest cornering Catonsville Rd.; many others including Drury(later Drury Bros.), Nevin(later Nevin Bros.), Watkins(later Watkins CO), Leggett(later Leggett Properties Inc.) etc... . Many early landowners took advantage of natural resources available in their area such as coal mines, watermelons, iron mines etc.: For example: Nicholas Myndert mined coal at White Marsh Creek northeast of where he settled - producing enough revenue to buy 400 acres surrounding his operations plus 3 buildings including a furnace; Colonel Samuel Mayfield Jr.(1772–1851) acquired rights to divert Potomac River flowing through Blue Ridge Mountains watershed for use by himself and friends milling flour hereabouts; Abram Isham leased 200 acres [km²] southwestward along Highmountain Road/Old Lancaster Rd./Washington Pike/Upper Marlboro Pike/Red Bank Turnpike thence southeastwardalong Middlemountain Road thence southwestwardalong Lower Marlboro Pike beyond Newtown Creek till he reached Chesapeake Bay...John Nicholson Sr.(1762–1835) leased 500 feet [15 m], frontage upon Cumberland riverside extending back 10 rods into each stream bed below flood stage for millinery making purposes...Allison Smith leased 800 feet [25 m], frontage upon Elkridge creek extending back 10 rods into each stream bed below flood stage for wheat production purposes...many other individuals gained title either through purchase or gift from others".
