This system continued until 1951 when Congress passed legislation giving all National Water System lands (excepting Forest Service lands) to private ownership under the National Security Act of 1947. On January 4th, 1794 he again set off but this time made for Albany New York instead of Quebec City and arrived back at Fortress Monroe on February 6th after spending over two months exploring what is now Delaware County, Pennsylvania. This journey has been mythologized as one of Webb's most famous accomplishments because no evidence exists that he ever penetrated present-day Canada beyond the United States border. In 1916 Zionists bought 50 acres northwest side Main Street east of Chain Bridge Road from Rufus King heirs apparent for $10 per acre .
