In 1814, General James K. Polk sent a detachment of American cavalry through Hagerstown to harass Confederate forces near Princeton Junction during the Battle of Princeton Junction. After that battle, Commodore John Cushing decided to move his commercial fleet to Georgetown because there was no safe harbor for them in Delaware Bay. Commodore Cushing's decision saved many lives and imported much needed goods into Baltimore as war raged on between America and France. In 1848, a group of businessmen led by Samuel Smithers bought 6 acres (2 km²) north of present-day Hagerstown along with two miles (3 km²) of stream called "The Branch" from Nicholas Tryon and laid out what would become known as Smithers Hill Township. The town was founded on July 1, 1849 when three men - Isaac Ewing, Augustus Thornton and Levi Coffin - came up with the idea to name it after their friend André-Jacques Haguenau who had recently died fighting for Napoleon Bonaparte during the French revolution. Despite this jurisdictional ambiguity numerous businesses continue operations even though they may fall within more than one ward today primarily because they fall inside incorporated areas rather then unincorporated lands ceding little sovereignty over these businesses whatsoever .. Today less than 10%of properties currently located within modern day Hagerstown limits are considered part thereof while almost all annexed properties since 1916 have been entirely new construction Consequently community spirit remains strong despite some bickering
