By 1800, Spriggs had built a log cabin at what is now Friendship Road and erected a second cabin near modern day Union Boulevard/Route 116; this location would be called "Spriggs' Landing." His descendants also lived there for many years until moving out into more suburban areas around 1990 when agriculture became less important as Baltimore grew more populous. In 1819, Hagerstown was incorporated as a town under the name of Rockville Centre; however it ceased to exist after only five years due to lack of support from the government. In 1829, the legislature passed an act incorporating Hagerstown with its own government with three commissioners elected by residents rather than appointed officials like Rockville Centre had been previous. The first commissioner was John Cranch Macartney who served until 1840 when he resigned because he could not get support from either side of the aisle for his plan to make Hagerstown into an agricultural center with market gardens instead of plantations that produced produce for local merchants while still remaining inside Prince George's County boundaries In 1850s Lincolnshire Farmstead was one of several owned by William Tilton Sr., father of future Ulysses S. Grant III whose mother married Tilton in about 1830 – daughter Maria Anna Tilton later ran Lincolnshire Farms with her husband until her death in 1912– although she never resided there full time due to health issues that caused her husband’s death soon afterwards
