Greenbelt, Maryland is a town located in Prince George's County, Maryland. The population was 20,780 at the 2010 census. It is part of the Baltimore–Washington metropolitan area. The community was founded in 1887 by Thaddeus Stevens and Amos Kendall as a small agricultural community on land adjacent to what is now Greenbelt Park. The name "Greenbelt" comes from the fact that there were no trees in the area when it was first developed and only grasses and shrubs grew; hence, "green" for this part of Maryland came about because of its natural vegetation. As residents began to commute into downtown Baltimore or other major cities, they desired more space to provide for their families. In 1912, Greenbelt incorporated as a city and began expanding its boundaries to include portions ofcurrent jurisdictions of Prince George's County and Anne Arundel County south of US 301/MD 551 (the present-day eastern border). In 1969, then-Mayor Harry Hughes recommended that the Town Council reduce its size from 15 people to 7 due to budget constraints; however, this proposal failed to receive approval from the council membership despite being well received by many residents. After years of planning and discussion by both the Mayor’s office and Town Council members—including several who were elected after leaving City Hall—the final boundary changes became effective on May 1, 2003 when all but two wards within Greenbelt were annexed into neighboring communities: Bowie Town Center northward with its then-new police precinct Headquarters taking over much of what had been an east side open field; and Layneville Manor eastward with access opening up through existing rights-of-way formerly used by Loyd Air Force Base before it closed down in 1991 following implementation of United States military regulations banning civil airport use (see map below). Residents have lobbied for additional annexation opportunities ever since because they view Green Belt as an important growth center for both local businesses and commuters within commuting distances of Baltimore City proper. With annexations occurring in Towson (2009), Silver Spring (2011), Timonium (2012), Owings Mills (2013) &Park Heights (2015), it can be expected that the current boundaries will remain largely unchanged until eventually all but one ward within Greenbelt are annexed into another municipality or until new municipalities are established around Johns Hopkins University which would give rise to yet another boundary change.
