Cumberland, Maryland is a town in Prince George's County, Maryland, United States. The population was 5,874 at the 2010 census. Cumberland is located on the Potomac River and borders Loudoun County to the north, Fairfax County to the east, Anne Arundel County to the south and Arbutus Township to the west. The town of Cumberland was founded by Scots-Irish settlers who arrived in 1753. The original name for Cumberland was "Tioga." In 1881, when Prince George's County became a U.S. state, Cumberland became its capital and remained so until it merged with neighboring Annapolis in 1998. The town has also been known as "The City of Light" since 1883. Cumberland is home to two colleges; Bowie State University and White Marsh College. Bowie State University is one of America's oldest public universities and offers undergraduate degrees in arts, business administration, education technology/marketing/communications (IT/MBA), law enforcement/police science/firefighting (LPPF), health sciences (MDHSc), architecture/engineering/, information technology (IT), health sciences research institute (HSRI), pre-K through 8th grade education programs (K-12) as well as graduate degree programs in liberal arts and professional studies from both Bowie State University’s School of Arts & Sciences and White Marsh College’s School of Business Administration & Management. The Potomac River forms much of Cumberland’s eastern border while Anne Arundel County separates it from Loudoun County to the north and Fairfax County separates it from Arbutus Township to the south

Cumberland County was created in 1792 and named after the county seat of Cumberland, Virginia. The original land grant for the present-day county was to John Beale. Beale's family had owned much of eastern Maryland before they moved to Cumberland County in 1761. The first post office in Cumberland County was established in 1810, and it remained in operation until 1911. In 1821, a act was passed by the Maryland General Assembly providing for a census of all the counties in the state, and Cumberland County was included. By 1830, about 60% of the people living within Cumberland were enslaved. However, this number began to decline during the antebellum period as more white settlers arrived and started freeing their slaves. After a series of court cases between slaveowners and freedmen resulted in an emancipation decree from Prince George's County Circuit Court on January 1, 1840, most blacks within Cumberland were free by 1870. During World War II some factories located within Cumberland produced military munitions; however, most production ceased after 1945 because of regulations put into place following World War II with respect to air quality control
