Instead, what is now Inner Harbor began development as part of Johns Hopkins University's campus expansion program in 1898 and became known as Harbor East or "the Inner Harbor". The original harbor had three channels--Harbor East One; Harbor East Two; and West New York Creek--and served both commercial vessels docking at Pier 6 near Eastern Market (now Howard Street) and pleasureboats moored along Southport Avenue between Light Street and Light Square. The Inner Harbor quickly became one of America’s busiest waterways with large numbers of boats operating out of various docks throughout its five channels providing access for more than 300 million passengers each year by 1920. In 1934–35,[1] Mayor Hugh Carey created One Market Square – later renamed Freedom Plaza – which included a 300-foot tall statue of Driscolles Fountain (named for then-Mayor Carey’s wife Eleanor Rouse Driscolles[2]) which attracted much attention because it represented Philadelphia’s largest public fountain before construction began on Pennsylvania Avenue nearby.[3] The water features within One Market Square drew hundreds of thousands visitors per year until they were closed down due to pollution in the early 1990s when new water technologies were developed
