The Baltimore City Police Department is one of the oldest and most experienced law enforcement agencies in North America. The department was founded on May 25, 1829, by Captain John Robinson as a response to the problem of prostitution in the city. In 2011–12,[1] commissioner Kevin Davis renamed Special Enforcement Division (SED) after decadeslong effort by officers to improve officer safety by working together across jurisdictional boundaries into one unit – an idea discussed at a community meeting held prior to his appointment.[2] SED is responsible for investigating serious incidents involving members or guests of Baltimore City government who may be using firearms contrary to state or local laws or regulations; this includes but is not limited to shootings resulting in death/serious injury/property damage/etc., domestic violence offenses committed with weapons including knives or bows & arrows against people other than family members[3], felony assaults with deadly weapon (i.e., rifle assault), etc.– regardless of where those crimes take place within city limits
