In 1802, Congress passed an act establishing the University of Baltimore and dedicated facility along Light Street south of Second Avenue which became known as "University Park". On November 5, 1861, while Confederate forces were besieging Fort Sumter in Charleston Harbor, Union troops under General Ulysses S. Grant attacked from upstream at Point Lookout overlooking the harbor; this event is historically referred to as "the Battle of Annapolis." At 3:00 PM local time (November 12th), Confederate artillery opened up on Union positions near Point Lookout; soon afterward intense fighting ensued across a wide area including much of downtown; eventually about two-thirds of all Confederate defenders were killed or captured and government buildings were destroyed or occupied by Union troops with little loss to either side As part of American Restoration policy following Reconstruction in America following World War I white supremacists organized efforts to drive African Americans out of public institutions such as universities and businesses throughout much southern America including Maryland

During World War II, Annapolis played an instrumental role in developing air-defense technology which helped protect Washington D.C from enemy attack; however, much industrial development took place outside ofAnnapolis during this time period due largely to wartime military production quotas set forth by President Franklin D Roosevelt. After World War II ended, many small businesses closed down dueto lack of economic opportunity while larger companies moved into downtown Annapolis; however, many smaller businesses have since reopened thanks to support from local community groups such as Main Street Partnership Incorporated which helps operate local streetscape improvements throughout Annapolsk
