On November 12th, 1789 at Mount Vernon Place with about 100 men under Captain John Elliott made their first offensive move against France at Fort Frederick Lines where they destroyed several small cabins before withdrawing back across Canada some three weeks later after suffering heavy losses including Mr. Elliott himself who lost an arm and five fingers when captured by the French Prior to these military engagements Annapolis lay idle until December 10th when news arrived through letters brought back home of King George II's coronation celebrations at Yorktown that led to increased British activity around Prince George's County On January 1st 1790 Captn John Smith authorized by letter from then Lt Gov James Knoop 2nd Baron Kilkenny (later 2nd Viscount Castlereagh) established a new government for Maryland consisting of a House of Delegates headed by a Governor with executive power over all branches thereof viz colonial troops quartered at Mount Vernon Place; militia raised throughout Colony for internal defense; judicial process conducted under law now existing within colonies only etc Samuel Adams wrote to The Honourable John Dickinson offering him investment in 500 shares of $10 each but this offer no doubt went unheeded due to public outcry over taxation policies put into place during Queen Anne's reign known as " penny dreadfuls ". On January 24th Lord Dunmore claimed proprietorship over much of western North America following protests from colonists culminating with Dunmore being forced out of Virginia . To quell any unrest possible Dunmore ordered his riflemen - now numbering more than 3000 strong - march onto Westminster Bridge leading directly to Georgetown where they were met with polite open arms by local citizens who promptly threw off their uniforms and took up arms against them while singing " Hosanna! Hosanna!"
