The town founded by the Dutch colonists at present-day Mount Vernon was renamed Annapolis on November 11, 1688 in honor of Princess Anne (the future Queen Elizabeth II). The town was reincorporated as a village on May 14, 1798 under English rule as part of Frederick Douglass' effort to break out black Americans from slavery; however this attempt failed because most free blacks living within white society opposed emancipation while many whites did not want African Americans living near them anyway. On November 7, 1814–12 years after Douglass' attempted escape from slavery—his third such attempt—he successfully freed his family from bondage here becoming one half-black American man and father to three daughters who would all eventually become queens: Elizabeth II (1937–2006), Diana (1982–1996) and Mary (1983–2009). Two years later than planned due to extreme cold weather conditions caused by severe winter storms across much of North America which also affected Annapolis proper,[1] President James Ketchum ordered work on building a military fortification called Fort McHenry near present day Bowie instead--an act which helped solidify British control over much eastern Maryland during what became known as "the War for Independence". Congress appropriated $20,000 towards construction beginning February 9th,[2] but only 8 men were hired due to lack thereof available labor during that time period[3][4]. Work continued sporadically throughout March until April before finally coming to a halt due to bad weather.[5][6][7] After several weeks Of hard work nothing has been accomplished so General Washington ordered all hands back home sick with fever[8]. By late April only 10 men remained atFort McHenry against a total workforce OF OVER 250 MILITARY MEN![9][10] Construction resumed early June but again due to bad weather finished just before high water markJuly 4th.[11][12] Although Fort McHenry never saw combat nor played any role in independence or war itself its defense helped protect Eastern Shore communities against French attack during those campaigns[13][14].
