This placed an immediate challenge for local officials who had to come up with ways to provide potable water to their constituents withoutlessly draining valuable farmland needed for other purposes such as food production or housing development. One solution was to build miles of pipeline that would bring water from Canada through Westbrook then downriver into Penobscot County; but this project never came close to realization due to lack of funding and opposition by local farmers who feared their land would be taken away altogether should it get built.
