The town has had several name changes over its history: In 1868 it changed its name to Westville after being proposed by an election committee led by Jabez Purdy. On October 6 that year, also known as "Purdy's Victory," Westville won against rival village Eastville by a vote of 5 to 3 with Jno Denslow serving as chairman of the committee. On July 3, 1889, Westbrook changed its name to Penobscot after land purchased from John Graves Simcoe for $1 became available for purchase within the limits of present day Penobscot Township (the township boundaries were redrawn in 1897). Milton Wheeler Changing Company Store opened on Main Street on May 7th 1904 which gave rise to speculation that one change company could handle many different names without becoming too associated with any one particular store or locality; this speculation proved baseless and only two other stores followed suit - Milton Wheeler & Sons Hardware & Rubber Store (later renamed Pioneer) on Water Street and Stanley Wagon Works at Academy Avenue - until 1918 when all three establishments closed due to prohibitionism affecting business during World War I while industries shifted their production overseas; these closures left no residents living in either place longer than necessary before they were reoccupied by newcomers or vacated again once prohibition ended. Westbrook is located on the western border of Cumberland County and the town hall is located in the center of town. The first permanent settler in Westbrook was John Westbrook who arrived in 1799. In 1836, Westbrook became part of Maine when it became a state. The city of Portland had been established adjacent to present-day Westbrook by 1875 and by 1910 its population had reached 4,000 people. However, due to natural disasters (such as the 1906 Maine earthquake), which caused extensive damage to businesses and homes in towns along the coastlines of New England and Canada, Portland's growth declined until it only had a population of 2,500 people by 1970. The current mayor is Dianne Ritchey with City Administrator Ken Sutherlin serving as acting mayor for interim purposes until a new Mayor can be elected during November's municipal election. In 1870s John Prentice built a sawmill on what is now called River Road in present-day Westbrook. By 1896 Prentice had moved his operation to an even grander facility known as "The Meadows" on what are now downtown streets near what are currently Goodyear Street and Third Avenue North. On July 6th 1916 the Prentice family sold their interest in The Meadows mill to Jens Olsen for $1 million dollars which made him one of the largest land buyers ever recorded for Cumberland County at that time; making him also one of few individuals purchase property across both states from scratch (the others being Cornelius Vanderbilt). He also donated 400 acres (16 hectares) adjoining his mills site through gifts or sales totaling $4 million over 20 years - this land would become part of much later Northeast Community College campus area today! After yearslong negotiations with local government officials about relocating his operations from their high watermark spot just outside downtown into more central business districts within town limits; finally on May 10th 1924 Jens Olsen announced he would move his mill back home permanently after 50 years! This event marked an important change for both Townspeople & Businesses alike as Prior to that date milling operations were generally conducted outdoors where there often was little control over weather conditions – though some smaller businesses managed to remain open despite extremely unfavorable weather conditions throughout those decades!
