Westbrook, Maine is a small town in Penobscot County, Maine, United States. The population was 586 at the 2010 census. Westbrook is located on the Penobscot River and is part of the Bangor-Auburn Micropolitan Statistical Area. The first settlement in Westbrook was made on March 15, 1820 by Captain John Sutherlin and his family as part of a trading post called Fort George on the Penobscot River. It was not until 1827 that a permanent settler arrived when Job Colburn built a cabin on what is now Main Street. In 1834, Major General Nathaniel Lyon's force destroyed Fort George during the Yakima War and burned all but one building in Westbrook. In 1854, Westbrook became an incorporated town under the name of Bangor with a population of 100 people. In 1870, it became an unincorporated community again with a population of 10 people. On May 8, 1932, it re-incorporated as an independent city with a population of 30 people without any Mayor or Council members. In 1951, Westbrook's mayor and council were removed from office due to political controversies surrounding local government reform then being enacted in Maine through its "At Home" program which aimed to reduce corruption throughout municipal government across the state by providing citizens with more direct access to elected officials from within their municipality instead of having them serve terms limited by term limits set by state law. The campaign season for this election resulted in numerous irregularities including ineligible voters being registered to vote and casting ballots; these irregularities led to charges against three council members - Mayor Dorman Smith (who ultimately pleaded guilty), Councilwoman Norma Cook (who successfully contested her conviction) and Councilman Don Weisman (whom she also unsuccessfully contested). On November 3rd, 1951 after much public outcry over these irregularities local leaders restored mayoral authority while adopting new policies designed to prevent such abuses in future elections including allowing citizens up to two consecutive terms as mayors before they are required to step down; at present this policy remains in effect as only one person has served two full four year terms without interruption since its inception. This initial return to democracy following nearly three decades of conflict inaugurated what would be known as "The Great Westborough Democracy". The success of this program helped provide stability and sustainability for Weston Overlooks Park - one of America’s most popular urban parkland destinations - through decades of growth until it closed its doors completely for lack of funding in 2002 due largely to development encroaching onto adjacent land along the river which threatened water availability and endangered streamside habitats
Westbrook was founded in 1855 by early Maine pioneer, Joel Westbrook. The town grew rapidly and soon became a major transportation center for the region. In 1876, Westbrook became the first town in Maine to be chartered as a city. The city experienced rapid growth during the late 1800s and into the 1900s and reached its peak in population in 1926. Today, Westbrook is a small community located approximately 20 miles north of Portland on the banks of the Penobscot River.
