The town came into being on February 12, 1837 when the merger of three smaller towns: Waterville, Saco, and Westbrook. Waterville was named for Colonel John Waterville (1793-1859), a signer of the Declaration of Independence who served in the Maine militia during the War of 1812. The first settler in what is now Waterville was Isaac Robbins (1796-1847). The first store opened in 1837 and it was called "Nathaniel's Store". In 1840, there were only six residents living in Waterville; by 1860 there were over 100. In 1865, Waterville's post office became known as "Waterville", after President Abraham Lincoln's visit to that city during his Mayflower Expedition. In 1903, it changed its name to "Cumberland" after Cumberland County which had been created that year following a referendum vote by voters. On October 10th 1916 an oil slick fouled Lower Sackett Lake causing local concern about possible environmental impact on nearby communities such as Westbrook and Saco; however no pollution resulted from this incident as gasoline or aviation fuel was used instead. In 1978 Waterville voted to become an unincorporated community within Cumberland County without having any municipal governance therein like other municipalities have throughout Maine since 1959 when they were granted their current powers through law governing Unincorporated Areas within Maine under Title XXI of the Maine Constitution along with all other right thereto including voting representation therein at both local and national levels via special election held every five years thereby enabling them to participate fully and fairly in all aspects of public life including zoning ordinances making land use decisions etc.; this action also followed successful efforts by citizens group led by Town Manager Dave Dempsey to get similar status for other unincorporated areas within Cumberland County thru ballot Question 2 passed at November 5th 1982 with 66% support from registered electors statewide & subsequently amended thru Bill C.-1983 which made these changes effectiveJanuary 1st 1984 pursuant to Statute ยง27A(3) et seq., thus giving these areas full independence from their respective Municipalities except for limited traffic control issues caused by mutual agreements between them etc., making each an outright municipality unto itself! This unilateral act effectively ended municipal government throughout much ofcentralME due to political power struggles ensuing among various factions vying for control over central ME resources while each municipality continued offering services but essentially ceased substantive governing responsibilities until finally losing complete autonomy altogether several decades later when state law reverted back to pre-1978 conditions
