On July 12, 1861, Confederate General Robert Ewell issued orders for all men of color living within five miles of Augusta to converging at Waterville on July 14th; some 1,500 African Americans were transported there by riverboats and driven into central Cumberland County where they were interned without food or water until September 9th when they were finally permitted free passage home. The community rapidly rebuilt after the war and lost its importance as an encampment following the end of hostilities; however it continued to be important as a postal center due to its location near Brunswick and Rockland Countiesand because it had access to Interstate 95 which connected New England with Atlantic Canada
