The name change did not take effect until 1810 when Waterville proper became an incorporated town under New Hampshire law due to a dispute over land titles between Burlington and Portsmouth. In 1824, Waterville voted to grant voting rights to all residents regardless of race or ethnicity. This act helped solidify race segregation within Maine during this time period and continues to be a sore spot for some residents today. During World War II, it played an important role as a munitions plants receiving military supplies from England. After the war ended, many factory jobs were lost as the economy turned down following reconstruction efforts which included increased regulation from Congress and cheaper foreign imports which caused prices for goods to soar across American industry exacerbating debt problems within businesses throughout the country known as "the Great Depression". The closure of many factories led to a decline in population by about half between 1950 and 1960 with only 656 people living in town according to 2000 census estimates; however this number has since grown back up by about 60% reaching 719 people by 2010 according to population reports from 2020 Census results). Most inhabitants either worked outside or continued residing there despite little economic opportunity because they could not afford uprooting themselves again given current rates of inflation (2%). However some families decided they wanted more space so they sold their homes and moved out eastward into Lewiston or Auburn before relocating back home again once job opportunities improved significantly around 1990s but still remain below pre-recession levels (1%).
