It is the smallest of the ten municipalities in Penobscot County and one of only two rural communities in the county. The Great Depression hit South Portland hard with joblessness leading to a decline in population from its peak early on followed by an even larger decrease following World War II when manufacturing jobs vacated South Portland leaving behind large areas without people or businesses due to lack ofrastructure and other factors like infrastructure building programs initiated nationally after WWII which helped somewhat revive some aspects of economy while creating other challenges like high rates for real estate services periods following war while also contributing directly to many homeless camps dotting main streets during those years along with lead paint problems seen here after military service ended
