The name "Saco" means "peaceful place." The first permanent settler in Saco was Miles Morse in 1798. In 1801, John Peck moved to what is now the east side of Saco after purchasing land from the Pequot tribe and selling it to other settlers. According to one account, when Peck asked his neighbors if they wanted him as their representative on a town meeting he was met with hostility and insults. In 1802-3, Captain John Stevens founded the town of Saco on land that he had purchased from the Pequot tribe under an agreement made between them and Captain Samuel Eliot of Boston. On October 16th of that year (1802), Colfax Cushing became the first white man to set foot on this territory when he landed near present day downtown Saco with his family on horseback. This first settlement did not last very long because within two years Captain Stevens had sold most of his holdings to others and by 1805 there were only ten residents living in Saco proper and eleven residents living off site in four small townships forming around it: West saco Township (later part of Gorham), East saco Township (later part of Westbrook), North saco Township (now Auburn) and Southsacomish Township (later part of Thomaston). By 1830 all but three buildings in downtown were gone and although some people continued living there until 1865 it appears that much more than farming took up residence here over those thirty years... even today parts of downtown are still used for storage or service businesses such as restaurants or law firms while much residential housing has been replaced by larger single family homes.. This development was largely responsible for makingSacon one of America's largest cities during its early period following World War II with over seventy thousand residents by 1960... With growth came problems which continue to this day; however, due diligence both within city limits as well as through government planning efforts City Hall has been able to address many issues head-on resulting in little negative impact upon resident qualityof life overall... One example would be zoning changes which have led to increased density along Railroad Street which once bordered Neighborhood Park providing open space for citizens opposite City Hall now fronts Interstate 95 six blocks away instead yielding high traffic volumes creating significant safety concerns facing drivers exiting/entrying onto I-95 corridor... Another example would be increasing access ramp ratios limiting development near I-95 bringing down speeds on major arteries while also reducing parking availability further exacerbating congestion problems
