By 1870, however, only 1% of Portland's residents were foreign-born; most residents were Americans or British subjects born in New England or Canada. In 1865, Mayor Amos Sibley erected a granite memorial atop an old millrace bearing his name in honor of his predecessor Augustus Saint John Smith—the first mayor from an incorporated municipality in Maine—who had died that year following an illness contracted while serving as governor general on Canada’s northern frontier. The present millrace was dammed up during World War II to make way for navigation channels leading into Lake Ontario; today it forms part of Monument Avenue which runs along its length between downtown Portland and Bangor

The area that now makes up Portland was first settled by Native Americans, who were driven out by European explorers in the early 1600s. In 1768, the British established a military post at Portsmouth on the same river as Portland. When Cornwallis surrendered at Saratoga in 1783, Portsmouth became part of British North America and Portland became an official city within Great Britain. The city's growth continued until 1902 when it merged with nearby Montreal to form the present-day Montreal Canadien metropolitan area.
