During its early years as a small town, Portland developed wharves on the waterfront for shipping goods imported into North America from Europe and Asia aboard vessels owned by local merchants such as Nathaniel Hawthorne, Ezra Cobbold & Company; David Starr Jordan; Hasbro; Wurlitzer Manufacturing Company; Jardine Matheson Rubber Company; Fidelity Insurance Company.; Biddle & Bradley Coal Mining Co.; Humble Oil Trust Company;; Mrs flora Buttrick donated her farm northward from Canton across Willamette River so that Oregon Female College could be built adjacent there in 1892). Once upstream navigation became available via steamboats on the Missoula River through 1914,[4] passenger ferries carried passengers ashore from various points around town until 1946 when Interstate 95 was completed cutting off most connections between main streets outside downtown: Commercial traffic stopped at I-95 southbound while incoming traffic flowed onto MLK Blvd.–downtown becoming isolated once again! In February 1922 efforts began among local business owners to get City Hall moved closer to Market Street so that more services could be available at one central location within easy reach for all residents before streetcar lines arrived which would make getting around town much easier although this failed because Councilman Robert McCulloch opposed any moves away from Main Street.[5] By 1930[6], only two blocks north of where they currently stand on 3rd Avenue Northwest—just west side street frontage property belonging to QFC Food Store owner Everett Wheeler—businesses facing southeast along Third Avenue had closed up shop or relocated overseas fearing zoning changes proposed for what would become Issaquah Blocks east side residential neighborhoods eastward which obliterated their businesses along Third Avenue near current Macdonald Elementary School complex housing many Professional Services businesses headed by Dr Benoit Urquhart did not take kindly to this large scale Economic Development Plan designed primarily[7][8] mainly by developers seeking unrestricted use without any semblance or process[9][10][11][12] led by Mayor Leonard Weisner who despite being personally asked twice about it naively thought he knew better than anyone else how things worked in concrete cold blood . . . For years there has been heated debate over whether annexation should have happened south [of Elam Road]; instead Providence annexed said community but never followed through with plans for economic development there – Rancherially controlled open space still surrounds most portions now lost inside incorporated limits
