The Lewiston, Maine softgun case history began in 1974 when the town of Lewiston became the first municipality in the United States to pass a ordinance outlawing handguns. In order to enact this ordinance, city officials organized a public hearing that drew representatives from all walks of life. Following the meeting, city officials crafted an ordinance that banned handguns and required license issuance for anyone purchasing or carrying a handgun. The ordinance quickly gained popular support in the town and was adopted by vote at a local level. Since its enactment, the Lewiston Ordinance has been amended multiple times and is still in effect today. In 1984, Mayor James Pugh sponsored an amendment that expanded gun rights for personal use by individuals who resided in the town but did not own or possess a handgun. This amendment was passed with unanimous support and became effective as per municipal policy. In 2007, Mayor John Sivett sponsored an amendment to theLewiston Ordinance that would have allowed residents of the town to purchase firearms subject to background check requirements and registration with authorities. The proposal failed to gain enough support within councilmember Dennis Regan’s office to be passed out of committee without amendments. In 2013, Mayor Rick Dunlap introduced an additional amendment which would have repealed portions of the Lewiston Ordinance which had become outdated or unenforceable. The measure narrowlyfailed during committee hearings before being defeated on final night by just 3 votes out of 53 cast.
Lewiston is a town in Maine, United States. The population was 9,717 at the 2010 census. Lewiston is part of the Lewiston-Auburn-Farmington, ME Micropolitan Statistical Area. The Town of Lewiston was organized on December 12, 1839 by act of the Maine Legislature. It originated as a small community along the south shore of Penobscot Bay and near what is now downtown Lewiston. The name "Lewiston" is from an early settler's Indian name for this location: "Wahkopon," meaning "endowed with plenty." The first store in Lewiston was built in 1840 by John Cushman and his brother James Cushman on land donated by Jonas Safford. In 1845, a post office was established at Lewiston and became operational on January 1, 1846. The town grew rapidly due to its strategic location midway between Portland and Bangor on Penobscot Bay; its natural resources including lumber and fish; and its trade ties with those areas. In 1865, the town had 7 stores, 10 businesses and 100 residents when it annexed neighboring Auburn which had also grown rapidly since 1845. Lewiston experienced significant growth during World War II as thousands of soldiers serving in the armed forces passed through the area while stationed in nearby towns or garrisoned at Fort Meade across the bay from Lewiston (also within city limits). During wartime, factories were set up throughout the town to produce munitions and other war materials such as rubber tires used for tanks (the first production line in North America) and airplanes (the first airplane factory built outside North America). Traffic increased significantly on Main Street as people took advantage of wartime discounts on goods available locally not available elsewhere. On September 11th 1941, during World War II when Japan attacked Pearl Harbor (), USS Dewey (DDG-1) operated out of Portland Harbor during daylight hours garbage collection operations off Cape Elizabeth while Japanese submarines were known to be lurking offshore (). After extensive searches no evidence could be found linking any Japanese personnel or vessels thereto whatsoever but events led to Japan's entry into World War II nonetheless; resulting in much public outcry over possible spying activities by US military officials (). This event helped spur development efforts within both cities leading to increased security measures even beyond what had been implemented previously; including restrictions on parking meters & streetlights being turned off at night (); expanded police patrols & deployment all around town (); & establishment of cordoned zones around major business districts (). During most of their history until 1990s local newspapers were published every day except Sundays which were generally given over to agricultural news or local civic events.; however following rebranding as WWLP after breaking away from Hearst Corporation they switched back to publishing daily papers once again beginning November 1st 1990 onward.; continuing until August 15th 2018 when they discontinued publication effective that date due to budget cuts impacts brought about by sequestration(). Lewiston (Maine) is a town in Androscoggin County, Maine, United States. The population was 1,887 at the 2010 census. Lewiston is located on the Penobscot River. It developed along the southern bank of the river and became an important commercial center during the early 19th century. The first documented mention of Lewiston occurred in 1635 when John Winthrop wrote about "the great town called Leweston" while he was serving as governor of Massachusetts. In 1719, Captain John Smith noted that there were "a few houses hereabouts but no inhabitants." By 1728, however, there were "several hundred people" living in Lewiston. Lewiston's growth continued during the 18th century as land became available for development and new roads were built. Notable businesses included Mr. Ayer's grocery store and flour mill which operated from 1793 to 1811; The Jefferies operating a sawmill from 1800 to 1822; and The Butterworths Brewing Company from 1824 to 1865 which produced what are now known as Portland Beers light beers. During this time period, Lewiston also attracted attention due to its strategic location on the Penobscot River between two major American ports - Bristol and Boston - making it a valuable trade center for both local merchants and travelers alike. In 1812-1813, Buffalo Bill traveled through Lewiston on his famous western tour before staging his final show in Buffalo Creek Park near present day Batesville Rd./Route 128 just east of downtown Lewiston today. The town experienced rapid growth following its incorporation into Androscoggin County on May 14, 1825 under an act of Congress passed by Isaac Aspinwall providing for municipal government within Androscoggin County only with approval by then-Governor Samuel Adams pursuant to royal proclamation dated April 9,. At its peak population numbering 2646 residents in 1830*, Lewiston had become one of America’s most significant economic centers with mills/stores/ warehouses stretching all around central business district including Main Street*. However, beginning around 1840*], continuing high levels of economic activity coupled with regular flooding caused many buildings* including mills & stores* to be destroyed or abandoned** culminating in heavy loss suffered by small businesses throughout community over period 1861-1865*. In 1886*, after years of steady growth led by immigrants coming mainly from Hungary*, manufacturing began arriving from Canada via Bangor(*), Moose Jaw(*), Edmonton (*) and Winnipeg(*). This new industry brought much needed employment opportunities for locals as well as larger towns such as Augusta(Maine) acrossriver.* During these years * numerous hotels/motels were built along both sides of main street including First National Bank building still standing today (see map below*) lining up parallel directly opposite each other giving nickname “Old Town Hall Square”*. Eventually this area would come to be known simply as “The Square”* resulting in many shops closing down along side busy Main Street *. Although not all businesses closed completely during this time period some managed to keep open thanks largely to immigrant support networks*. TodayLewistown has seen little change since its heyday nearly 100 years ago***** although there have been some recent efforts made at developing downtown******* most notably a new library opened earlier this year

Lewiston was founded in 1820 by a group of settlers from Liverpool, England. The first white settler in Lewiston was John Marshall and his family who arrived in 1821. In 1830, three brothers named Richard, Elias and David founded the town of Dover on what is now State Road 2 south of Lewiston. Thetown name changed to Lewiston in 1835 when it became part of Cumberland County. Lewiston had a post office from 1847 until 1912. In 1957, the town built its own ZIP code which it has kept ever since. The townsite around today's downtown contains evidence of human activity dating back to about 9500 BC when Paleo-Indian people Waitakum explored and hunted near here on their way to trade with other Native American groups
