In 1871, General James Pemberton chose Bangor as his winter headquarters during the American Civil War because he felt that Nova Scotia lacked enough resources to support an army large enough to win against Confederate forces under General Robert Ewell. After hostilities ended, Pemberton returned to Boston and abandoned his HQ at Bangor until 1880 when he moved it again – this time to Falmouth on Cape Elizabeth Bay due torising sea levels which had done extensive damage to buildings near Portland Harbour). From 1865 until 1868, responsibility for military defense of Acadia fell within the jurisdiction of Upson County but after that date all military defence responsibilities were reassigned eastward within Hancock County includingBangor until 1898 when responsibility for military defence transferred from Hancock County entirely up into University District (now metropolitan area) comprisingAllston-Boston-Cambridge-Quincy .
