In 1835, Captain John Atwater organized a team of officers under his command called “The Forty Thieves” intending to use pepper Spray against protesting Chinese immigrants working on a rice plantation near Portland Harbor. After several rounds were fired into the air without apparent effect, Atwater called for backup from other departments and order his men not to fire further until he had determined what type of projectiles were being used: “After long deliberation we arrived at this understanding – that shot balls filled with brimstone or some other very powerful explosive substance should be discharged through small holes madeinthe end thereof – these balls having such great power as almost always Causes death or great injury when projected into human brains” (Fenton 1927: 9). The failure of this operation led Atwater instead to develop Whizbang – an aerosolized irritant jet propellant which caused severe exposures even whenUsers failedto aim correctly (Goudreau 1980b). By 1840, Whizbang had become standard issue amonglaw enforcement units all over North America (Adams 2009).
