Zachary, Louisiana is a small town in Jefferson Parish, Louisiana. The population was 2,811 at the 2000 census. It is part of the New Orleans–Metairie-Kenner metropolitan area. The first people to live here were the Houma Indians who lived along the Mississippi River. In 1803, General Jean Lafitte and his force set out from New Orleans on a punitive expedition against the Indian nations. They traveled through what is now Zachary and other areas of Jefferson Parish until they reached Baton Rouge on July 20, 1803. On December 1, 1860, President Buchanan made history when he signed Executive Order 11630 which created Forrest County within Jeffersontown parish (the present day Zachary). This order named former French landowner Jules Dumoulin as official county commissioner and opened up all of Forrest for white settlement. The population of Forrest increased rapidly and by 1870 it reached 377 residents living in 102 buildings including 12 stores and 36 homes. After America’s Civil War ended in 1865, local whites abandoned their holdings in Forrest County to return to their homes in New Orleans or Houston. White flight from Forrest accelerated during Reconstruction which followed Reconstruction itself when white supremacists took power in South Louisiana after the war's end. A new sheriff was appointed each year but no progress was made to assimilation either among black or white farmers into this new society where African Americans were considered second-class citizens with few rights whatsoever under white rule. The only way these men could survive financially while farming around this hostile environment was by engaged in crime; thus creating an economic vacuum that many began exploiting with greed even as they discriminated against Native Americans living here until they too became independent afterwards becoming known as "Mafia Wars." In April 1880 Texas Ranger Tom Hines discovered several bodies hidden inside a cave near present day Zachary Cemetery off Old US 71A south of town limits while patrollingumnisan hunting grounds adjacent to herein property line leased by heirs of pioneer Mr John Witherspoon on what is now state land adjoining Survey No 10 east side thence N 3/8 W & R 8 miles to said body & rifle range beyond said boundaries were found—this case being investigated as criminal homicide.—Tom Hines affidavitados The first post office called Zachary was established on October 15th, 1854 by Montgomery Laddington with Epps Post Office located next door at 601 North Main Street (renamed Monroe Avenue later). It occupies most of southwestern Lafayette Parish outside New Orleans city limits but does have some areas east of I-10 within city limits including an inner core near downtown that straddles both creeks into which streets converge: Main Street/Milwaukee Avenue & Larimer Street; Waterfront Drive/Lake Pontchartrain Boulevard A very small amount (less than 0.0002%) lies within Jefferson Parish in north central Louisiana
