Zachary, Louisiana is a small town located in the parish of St. Tammany Parish, in the southeastern portion of Louisiana. The population was 7,829 at the 2010 census. Zachary is one of two towns in St. Tammany Parish and its ZIP code is 78501. It is part of the New Orleans–Metairie Metropolitan Statistical Area. The first European to visit Zachary was Jean Lafitte on July 4, 1699 as he sailed from Mobile Bay on his flagship "Ville de France". Lafitte named the place after his ancestor General Pierre-Louis d'Iberville who had fought for Spain in Mexico during the Mexican War of Independence and then served as governor of Louisiana under King Louis XVIII before becoming a general during the American Revolution. In 1812, when Napoleon Bonaparte imposed French rule over parts of mainland America following his victory at Waterloo, he ordered General John Walker to march northward with 10 thousand men to take possession of what are now known as Zachary and Livingston parishes in order to create an administrative center for all Louisiana under French control. On November 15, 1812 Walker's force arrived at Bellefourche (now called Baton Rouge) and began construction on our present day courthouse which was finished that same year by Lieutenant Colonel James Boudreaux BG USMCR (1793-1872). In 1814 Lafayette visited us and recommended that we name our town after him because no one else had any connection with him or France outside their home town where they grew up! In 1853 Marshal Covington made an inspection tour through our area which included stops at Bellefourche, Zachary and Livingston parishes;Upon His return He recommended that all three villages be consolidated into one municipality with estimated population of 10,000;On December 3rd Mayor Moultrie approved this recommendation by signing an ordinance creating Zachary Consolidated Municipality with boundaries including: east side of I-10; west side Of I-20; north side Of both levees forming Lake Pontchartrain; south side Of Alvin Street Extension extending into Webster County near Baton Rouge Airport The first municipal election held within our new municipality took place on January 8th 1854 and Captain JF Beauregard BG USMCR (1815-1891) won reeve against Captain HN Pemberton BS MMIR(1811-1877) with a majority vote As early as 1855 local merchants were petitioning Congress for permission to open a post office within our newly created municipality so mail could be delivered directly from Albany via boat across Lake Pontchartrain – This request was granted on February 20th 1857 by Congressman James Kenedy OF IL (1787-1865) On October 14th 1860 amendments were passed establishing irrigation districts within each parish limits providing state funding for farmers to purchase acreage necessary for these projects plus interest payments until such time as those tracts became fully irrigated A referendum was held on November 5th 1860 asking if incorporation into a municipality would result in increased taxes? The voting results showed that yes it would! The proposed 1st Municipal Act incorporating Zachary into a municipality took effect March 1st 1861 with incorporation set for May 6th 1861 but due to another referendum measuring property values against incorporations costs only 2 Hundred acres total were purchased from 160 landowners resulting in less than 1% increase in assessed valuation over original settler value . Despite this lacklustre performance numerous petitions were filed throughout 1861/62 requesting annexation back onto either Orleans or Jefferson parishes although no formal annexation ever occurred . On September 12th 1862 Congressman Kenedy introduced legislation entitled “An Act To Grant Incorporation To The Town Of Zachary” which failed to gain passage despite 393 signatures collected However subsequent attempts did result in annexations being requested by various municipalities throughout 1862/63 including 23 requests received between January 1863 thru December 1865 inclusive
