Westwego is a city in the U.S. state of Louisiana. It is the seat of Livingston Parish and was founded in 1804 as a trading post on the Red River by Colonel John C. Hinds and his brother, General James C. Hinds. The town was named for Westwego County, New York, where they were born and raised. In 1827, it became the first parish in Louisiana to be organized; it followed the example of neighboring Jefferson Parish soon afterward. The population of Westwego reached 25,000 by 1900, but declined thereafter due to economic factors including cotton farming and development around Baton Rouge Striped Hogs Airport until its closure in 2006. The current mayor is Mitch Landrieu (D), who took office in 2018 after being elected as part of a new Democratic majority that swept across Louisiana during Hurricane Katrina’s aftermath. In its early years as a settlement, Westwego experienced some difficulties with Native Americans who were known to live thereabouts before French colonists arrived in 1765: according to one source, "The[n]everybody knew how these savages managed their property...the only thing we could depend on was our horses." However, within ten years or so of European arrival most native people had either disappeared or been excommunicated from what would become known as Acadiana - land that now includes much of Louisiana east of the Mississippi River northward - leaving mostly English-speaking settlers behind without any indigenous allies or knowledge about their surroundings save what they gleaned from French traders and missionaries who visited them regularly at various points along the Red River basin since 1699 when France ceded control over Acadiana to Spain following its victory over England at Trafalgar Naval Battle off Cape Horn. As fur traders began arriving along the Red River Valley between 1600 and 1800 seeking trade goods with Native American groups such as the Algonquians and Houma Nation – which bordered present-day Orleans Parish on three sides – contact increased among these groups with those living further downriver near Iberville Bayou because transport times between Mobile Bayou and New Orleans were very long for goods coming upriver Via de la Rivière (the modern day pontoon bridge connecting Mobile Bayou with East Baton Rouge Parish). As more English speakers started arriving along both banks of the river including men like Hugh Kennedy (1696–1764) looking for opportunities to establish themselves west of Mobile Bayou after serving two tours under James II during King George III's War (1746–49), French merchants also began visiting this area increasingly looking for opportunity to expand their businesses inland beyond what lay at their feet upstream through trade routes established by Spanish explorers such as Don Sancho de Arellano during Exploration Period 1598–1600 which led into what is today Arkansas Territory; this process accelerated once France lost control over Acadiana following Britain's defeat at Quebec during Louis XIV's Wars in 1763 although initial efforts by Frenchmen to take advantage thereof failed because they lacked transportation capabilities southward beyond lower Bossier Parish while Spanish forces enjoyed military superiority upriver due principally to Father Miguel López de Legazpi's conquistador expeditions leading into Gulf Coast region beginning in 1585 which completed Spain's colonization effort across North America thereby providing an entry point into Texas for IndianANS despite previous efforts by Spanish colonial governors Francisco Vázquez de Coronado y Ocampo et al.- see: La Florida - Hacienda Santa Fe y Encinas y otras explotaciones en el Sur del Río Grande" [Florida Ranch], vol 2 no 1 (January 1907): pp 43-50]. In 1802, the territory of Westwego was organized as a parish by French Louisiana planter Antoine Le Moyne. The area east of the Mississippi River had been part of Spanish Louisiana since its inception in 1765. In 1804, the U.S. government purchased what is now Westwego from France for $5,000 and renamed it New Orleans after President James K. Polk awarded the land to America on December 3, 1804. The parish courthouse and jail were built in 1805; Saint John's Episcopal Church was dedicated in1811; and a school was established in 1830.
