In West Monroe, Louisiana, the history of the community goes back to 1836. The site of present-day West Monroe was first settled by French colonists in 1763. The area that now makes up the town was part of what is now Jefferson Parish until 1812, when it became Orleans Parish. The town's foundation story begins with a land grant from King Louis XVIII of France. One of the early settlers in West Monroe was Captain John Sweeny, who purchased 640 acres (2 km²) of land in 1814 and named it after himself,West Monroeville. A post office called West Monroe was established in 1831, and there were also several stores and a blacksmith shop open from 1830 to 1840. In 1836, following the American Civil War, the Unionists took over control of Louisiana government and renamed all Paris Parish "West Monroe". The Unionists allowed only white men to own property, so African Americans were not able to gain access to education or work opportunities. Consequently, many chose to move away from Reconstruction-era America for economic reasons. In addition to his store business John Sweeny also opened a schoolhouse in 1830; however this school closed within one year due to lack of funds. However, things changed for Black Americans around 1870 when James Minton bought 160 acres (6 km²) east of town and started developing it into an agricultural plantation known as White Oak Hill Plantation which would later become known as West Monroe Township. With WONP as its centerpiece Minton quickly became wealthy due to his lands' rich soils and fertile ground; he even built a mansion on his plantation which still stands today though is used as apartments instead today! It should be noted that while White Oak Hill Plantation would serve as a model for future plantations throughout much of America during this time period housing developments such as Gramercy Park would soon sprout up throughout New Orleans primarily catering towards whites! After WONP came about many other plantations were developed near or on top thereof such as Green Oaks Plantation next door but eventually these too fell victim to economic instability brought on by railroadsimating their land values making production difficult/impossible withoutvtations from state legislators looking out for their constituents interests! In addition cotton prices plummeted beginning around 1880 causing many farmers such as Minton & Co outbid others seeking acreage for cotton production thereby reducing yields leading some landowners simply abandoned their fields altogether!! Eventually most plantations succumbed either through natural attrition or because they were unable or unwilling To compete with synthetic fibers being produced by European companies at much lower costs! Today little remains original within downtownWest Monroe save some brick buildings dating back around 1800s built by Captains John Sweeny & James Monterey along with a Baptist church completed circa 1865 located just off US 167 exit off I-10
