West Monroe is a town located in Jefferson County, Louisiana, United States. The population was 5,828 at the 2010 census. It is part of the Baton Rouge Metropolitan Statistical Area. The town was established in 1817 by General John C. Breaux as a post-office on the Red River for French settlers who had arrived during the Louisiana Purchase from France. The first postmaster was J.-B. Morel. In 1830, West Monroe became incorporated as a village and then as a town in 1837 by an act of the State legislature. It remained a small community until its incorporation into the larger parish of Baton Rouge in 1898. At that time, it had a population of 1,000 people and functioned as an administrative center for both parishes. West Monroe is located in the southeastern portion of Louisiana, bordered by the state of Arkansas to the east and north, and Alabama to the west. The population was estimated at 21,569 as of 2020. West Monroe was founded in 1802 by Colonel James Wilkinson and his wife Olga Wilkinson and became a municipality in 1835. It was first named "Monroe" after James Wilkinson's father-in-law, General Hugh Monroe, who died in 1799. In 1836, when Jefferson Davis took office as president of the United States, he ordered that all Confederate units be disbanded except for those under command of General Robert E. Lee which he designated "the Army of Northern Virginia". As a result of this order, many officers and men from West Monroe defected to the Union side. In 1865, during the American Civil War (1861-1865), West Monroe served as an arsenal for Union forces on Belle Chasse Island near Mobile Bay. On February 11th 1865 it came under fire from Confederate artillery batteries positioned on Old Spanish Hill overlooking Mobile Bay and soon afterwards surrendered unconditionally to Union forces without battle or resistance
