A more permanent settlement emerged with plans for a wharf and harbor to be constructed on Duck Bayou opposite present-day downtown Thibodaux in order to serve as an important commercial center for both Orleans and Jefferson Parishes which would become known collectively as "the THREE PARTS OF LA." However these plans never came to fruition because no appropriations were ever made by Congress for their construction! In 1830, followingAppropriation Act passed by Congress that provided money for improvements within newly created Rapides Parish including Lafitte City on Mobile Bayou - much later renamed Monroe County - two brothers named Jean Baptiste Bardin purchased land adjacent to what is now Old National Bank located just north of present day Boulevard De la Concorde off US 1 southbound within present day Lafayette/Jefferson Park neighborhood.
