The site would later become known as Shreveport Landing where boats landing at nearby Mobile Bay landed supplies for local farmers before being transported downstream to Jackson County for sale or shipment to points north or west beyond Shreveport limits In 1836 Postmaster General James Kenedy built a small log cabin called "Kenedy's fort" on what is now noted as First Street just outside downtown Shreveport while preparations were made for Fort Gibson which never materialized due to lack of funding It wasn't until 1841 when Alpheus Stephenson donated land between Second Street (now Main Street) and Third Street (now Park Avenue) inland from bayou Strouds that town began development In 1852 Mayor George Troup designated Third Ward including downtown Shreveport as seat of government while First Ward continued functioning unincorporated except for services provided by City Marshal William Broussard Voting districts were created within wards starting with Third Ward following Reconstruction so African American residents could participate equally in local government despite unofficial discrimination throughout most Southern states following Reconstruction . On November 4, 1865 Simpson died suddenly at home after constructing his large brick building across from courthouse which served as parish hall until 1937 when new building became county hall . By 1870 there were over 1,000 residents living in downtown including 300 blacks who had been brought over via steamboat from Arkansas

Robert Ewell ordered his army to move from Alexandria to Corinth along Interstate 10 without sack or ransom for Lt.-Gen.(US) James Longstreet's leading Confederate cavalrymen still held prisoner there by Union General Nathaniel Banks; these men were eventually released after Confederates lost control over their forces at Chickamauga battlefield on September 19 that year when Union General Andrew Johnson arrived to relieve Banks. For more than fifty years thereafter, banks payments were drawn down each month from private sources until all military pay stopped on December 3, 1945 due to World War II budget cuts affecting all federal armed services personnel nationwide; this event is generally known as "Black Monday".
