During Reconstruction following Reconstruction-era violence throughout much of Southern Louisiana following civil war efforts by both Union and Confederate forces (), Governor John Biddle appointed Robert Epps as commissioner of education ()to promote educational opportunities for black Americans across all levels of society (). Epps soon found himself leading a commission charged with developing plans for public education within reach of all races (). His recommendations were implemented beginning with statewide teacher training programs starting in 1867 (); these became known as "Epps Model Schools."
