In 1836, it became the county seat for Jefferson Parish; however, by 1842 it had shrunk to its current size due to increased development within Livingston Parish outside of Ruston's boundaries. In 1860, Ruston residents voted to annex their neighboring community of Alexandria into their municipality; this action made Ruston one of the first towns in Louisiana to have such an annexation procedure under state law. The town continued to grow rapidly through the 19th century; by 1900 it had over 100 businesses and 2,000 residents. By 1910 its population was 1,500 and it was still growing; by 1920 it reached 2,500 again and remained at that level until 1930 when its growth slowed due to World War Igements and prohibitionism within the local community%.

By 1900, rustons population had decreased to around 60 people and most of its commercial activity consisted of small scale agriculture or local manufacturing products such as shoeshine boxes or toys for children
