Opelousas, Louisiana is a town in Jefferson Parish, Louisiana. The population was 21,587 at the 2010 census. Opelousas was founded at the mouth of the Red River in 1801 by General James Wilkinson and his cavalry. It became an important port on the Mississippi River due to its location on the river's eastern bank just upstream from present-day New Orleans. The city and parish are located on land that once comprised much of what is now Baton Rouge and Livingston Parish. The first permanent European settlers in Opelousas were French traders who arrived in 1799–1800 as part of a large fur trade expedition commanded by Jean-Baptiste Caron de Lespinasse. They established trading posts near what is now downtown Opelousas before moving downriver to Natchitoches where they erected a small fortification known as Fort Chartres (now Deming). In 1801, Wilkinson acquired 4,000 acres (2 km²) around present-day downtown Opelousas from François Conte for $40 per acre ($640/km²). This site became known as Old Port Royal and served as both commercial center and military post until eventually being abandoned in 1813 when Fort Union was built upstream at modern day New Orleans. In 1815, Wilkinson sold 1,500 acres (500 ha) to General Andrew Jackson for $10 per acre ($160/km²). This area became known as Jackson Heights after General Jackson's plantation there. Following his return from his Expedition to Mexico City in 1820, Jackson developed this portion of Lafayette County into one of the most productive cotton plantations in America with over 160 enslaved Africans working here between 1830 and 1865. After his death in1849, his widow sued to inheriting her late husband's share worth $3 million dollars but lost the case because she could not prove that he had actually died intestate which would have allowed her access to inheritance rights under state law In 1861 during Confederate times Opelousas reverted back to French hands following their victory over United States forces at Manassas Junction during the American Civil War when all Trans-Mississippi settlements east of Baton Rouge were ceded by President Abraham Lincoln pursuant to Emancipation Proclamation No. 1265 which specifically mentioned "the numerous sugar plantations within our limits." As a result of this event much Of Old Port Royal including Ft Chartres was burned down By Confederate troops while most buildings such as Our Lady Of The Rosary Cathedral were spared because they were considered too valuable for burning . As a result of these events almost all native Acadians fled or were driven out of OpelousAS leaving only about 100 survivors who few enough people wanted living among them so many moved away again soon after emancipation starting up new communities elsewhere becoming self sustaining communities again
