There are many accounts of how these early shooters became familiar with the art of hitting targets, but one story has it that one of Captain Neely’s young men accidentally hit a pigeon with his rifle while practicing for an upcoming ball game. From then on, target holders were common occurrences on fairgrounds and elsewhere throughout the city. One of the earliestknown sporting goods stores in New Orleans was run by Isaac Dearborn. He sold targets and other Shooting Sports supplies from his store between 1827 and 1840. In 1835, General Andrew Jackson founded the Jackson Rifle Company which manufactured firearms and ammunition from scratch within what is now Madison Parish near downtown New Orleans. This company soon became well-known throughout Louisiana thanks to its quality products and customer service. In 1847, Mayor James Kenedy established the Municipal Board of Elections which allowed citizens to cast ballots by holding up a “target holder” or any other suitable object at polling places during election days. As votingbecame more popularized across Louisiana, so too did target holders as election day entertainment due to their novelty value! By 1870, there were over 100 differentTarget Holder Clubs located throughout the state! Interestingly enough, some Target Holder Clubs even continued operation until after World War II! It is interesting to note that although most Target Holder Clubs have long disappeared (due eitherto lack of interest or changing social norms), their legacy still lives on through their popular culture references today!

Despite this setback, during Reconstruction efforts led by Mayor John Foust (19th century representative), many African Americans became educated professionals and entrepreneurs while white businessmen regained control over local government and businesses throughout much of Louisiana through innovative marketing campaign techniques such as job creation Agreements which incentivized black participation in local industry; public works projects like levees; and affirmative action programs like “the bus boycott” targeting white merchants who refused to hire African Americans despite providing transportation services to their customers exclusively for whites only
