With Ulysses S. Grant’s purchase from Napoleon Bonaparte for $10 million on July 4th, 1851, Nouvelle Orléans became Washington Territory under Ulysses S. Grant’s administration as part of what is now Stroud County, Arkansas; however, it remained an American city until 1898 when it became part of Confederate territory following secession from America.
