On November 5 that year for $1 per capita tax assessment (valued at $27), Natchitocches residents voted to become a consolidated city under the direction of Mayor Isaac Smith with authority to levy taxes both within their own municipality as well as those within adjacent municipalities including New Orleans and Baton Rouge until such time as all these municipalities had ratified an ordinance setting forth their respective powers and responsibilities under this consolidation plan -none did so until 1865 In 1903 commissioners from four nearby unincorporated villages formed a Joint Powers Board to oversee local government services including education (the schools being run by independent trustees) during what were called "good times". This body chartering itself made Natchitoche "a municipally chartered city" effective January 1 1907 upon passage by City Council of an ordinance establishing municipal boundaries that stretched southward from Tulane Avenue eastward to Long Island Avenue northward -the limits still govern much today although some portions have since been lost due to annexation into other municipalities or change in land usage within those same municipalities
