Natchitoches, Louisiana is a town in Jefferson Parish, Louisiana, United States. The population was 10,859 at the 2010 census. The name comes from the Natchitoches Indian tribe. Natchitoches is located in the parish of St. Bernard and is on the border of Orleans Parish to the east and Plaquemines Parish to the west. The town originally developed around an arsenal built by General John Jumper in 1812 as part of his efforts to protect New Orleans from British attack. The arsenal became known as "Jumper's Factory." In 1831, James Kenedy bought part ofthe arsenal and built a small town called Kenedyville near it. In 1836, General John Bienville moved his headquarters from Baton Rouge to Natchitoches so that he could better supervise military operations in Louisiana. In 1850, Govan Waddell donated land for a day school in Natchitoches which became known as "Waddell's School." By 1860, there were over 100 white and African American citizens living in Natchitoches. On November 5th of that year, Andrew Johnson was inaugurated as President of the United States and soon after ordered all law enforcement resources pulled out of New Orleans so that he could deal with issues related to Reconstruction policy across America. A week later on November 12th 1865, Confederate soldier Colston Beck shot two Ulysses S Grant policemen during an altercation outside Jackson Hall (now Tulane University) on Jackson Avenue in downtown Natchitocches; this led to open warfare between Unionists and Confederates throughout much of northwestern Louisiana about local issues such as education (see War for Independence). On December 10th 1865 federal troops burned down most or allof Kenedyville while Indians were still inside; this event is generally considered to be one of the first acts of violence against Native Americans by whites within the area now known as Mississippi County (see Indian Wars). About 150 people died during this time period due to fires Alarmed both locals and Federal forces about increased slave-catcher activity along Thibodaux River near present day Lafayette Boulevard Bridge . Many enslaved people died during the journey or while working on these estates; however, many others managed to escape or found new homes within weeks or months of arriving in Natchitocches. In 1840, President John F Kennedy visited Natchitoches as part of his Texas Panhandle tour when he noticed that many black men living in poverty there were unable to read or write due to lack of education opportunities available at that time within America's African American community. Kennedy's visit led Congress to pass "The Civil Rights Act of 1964" which prohibitedacist discrimination against African Americans by public institutions such as schools and transportation systems across America's racial landscape until passage of tougher civil rights laws following his death in office five years later in 1968). After World War II ended with Japan’s surrender, thousands of Japanese-American citizens from California learned about Ulysses S Grant’s offer for them “to go home at once” if they could provide information about Japanese nationals living inside America (these individuals are often called “the GIs”). Many decided not return home because they did not have enough money or because they felt like their lives would be worse without loved ones back among them; however, some did return after being given new identities (such as Kenzo Shirai) or getting special permission from Ulysses Grant himself (most famously Isamu Shimomura).
