The Monroe Shooting Target Holder Club was founded in 1898 by a group of men who wanted to provide a place for people to shoot targets. The club moved from its original location on the corner of Harrison and Main Streets to what is now the Monroe Recreation Center in 1951. From 1951-1976, the club was responsible for developing and managing the center which served as their shooting range and training ground. In 1976, the club changed their name to The Louisiana Rifle Association (LRA) after statehood. In 1992, the LRA donated the facility toMonroe Mayor John Hickenlooper in memory of his father, Edwin Hickenlooper Sr. who had been president of LRA from 1969-1992. In 1993, The Louisiana Rifle Association (LRA) restored and remodeled the building with help from local businesses and individuals including Donny & Marie's Restaurant, Pizzeria Italiano Italiano #1 & 2, Granny Smith Pizza #2 & 3, Lafayette Bowling Alley #4 & 5 - all located within walking distance of the clubhouse.
Monroe, Louisiana is a small town located in east-central Louisiana. The population was 9,521 at the 2010 census. It is part of the Monroe Parish government. The name "Monroe" is derived from the French word "Montreuil." The first European to visit what is now Monroe was René-Jacques L'Isle de la Madeleine on July 4, 1763. He named it after King Louis XV of France. The area that includes Monroe was set aside in 1806 for military and civil purposes as part of the Louisiana Purchase from Spain. In 1812, General Andrew Jackson moved his army into what became known as "the Old Territory" which included present day Monroe and much of eastern Jefferson Parish. In 1832, James K. Polk became president of the United States and ordered all Indian Removal operations stop because he felt it would dishonor America's founders who had fought for independence from Great Britain. As a result, most Native American residents in what is now Monroe were removed by force or treaty during the 1830s and 1840s under President Andrew Johnson and President Ulysses S Grant alike. A few families did remain behind until 1862 when Confederate forces burned down their homes and took away their land during the Battle of Liberty Place. After World War II ended in 1945, many farmers returned to Monroe after having left for other parts of Louisiana following wartime destruction and loss of crop production due to dust storms caused by nuclear testing near New Mexico City on August 24th-27th 1945 called Operation Crossroads (Manned Maneuvering Test). Many businesses closed down due to lack of customers; however, some local entrepreneurs refused to give up their businesses because they believed that postwar reconstruction would bring better days for them also – this period marked what are now known as downtown Monroe’s revitalization efforts which has kept many stores open along with new development such as an arts center/theatre complex known as The Annex which opened in 2013 adjacent to town square just off US 90 northbound exit 10A

The city has since undergone gentrification and declining population rates have forced it into financial difficulty. As a result, efforts are being made to revive its economy through redevelopment projects and marketing initiatives such as attracting high-end businesses to its core areas.
