The Monroe Police Department is the oldest law enforcement agency in the city. It was first established on July 1, 1821 as a part of the Louisiana Territory. The department has jurisdiction over all of Orleans Parish and portions of Jefferson and Plaquemines parishes. In 1868, the department adopted a badge with a blue shield with an olive branch superimposed over it. The shield represented unity between law enforcement and the community. In 1903, handguns were authorized for use by officers on duty and within City limits. In 1916, Officer Denton Waddell was killed while performing his duties as an officer of the Monroe PD when he was shot by another officer during a traffic stop.
