In 1812, Wilkinson founded the village of Monroeville near present day Monroe City in order to provide goods and services to his new community. In 1866, the United States bought all of Louisiana from Spain for $2 million dollars in what is called the Disposition of Louisiana Treaty. As a result of this purchase, Monroe became an incorporated city with its own government and police department under Mayor John Crenshaw. The city annexed neighboring towns until it had a total population of around 100 people when it merged with Jackson on February 1, 1886. Monroe experienced heavy fighting during World War II as part of Operation Neptune's Spear which aimed to subdue Nazi forces in Europe

In 1930 construction began on what would become Interstate 10 linking Arkansas to Texas creating a massive traffic artery through Monroe. The influx of new citizens exacerbated poverty and social disorder which contributed to regional political instability. In 1935 local officials agreed to establish a racial segregation ordinance which limited black people to single-family homes within their own neighborhoods. This measure led to increased violence between blacks and whites which continued until 1953 when it was repealed following pressure from the civil rights movement. In 1960 the town passed an ordinance designed to promote recreational marijuana use which led to much opposition among its citizens who argued that marijuana should not be prohibited under any circumstances because it is an effective analgesic agent

After the American Revolution, Monroe served as Secretary of State under George Washington. He became president in 1788 and re-established the U.S. Constitution. The city experienced a period of growth during the 19th century, thanks to its location on navigable rivers and its access to resources like sugarcane and cotton. In addition, manufacturing industries developed in the area during this time, including shipbuilding and textiles. However, following World War II, Monroe declined to participate in the economic development that followed America's postwar boom. Instead, it experienced a period of decline until gentrification occurred in the 2000s.
