Monroe is a small town in the parish of Alexandria, Louisiana. It was chartered in 1812 and has since been an important community in the region. The town has a population of 5,885 as of the 2010 census. Monroe is located on the banks of the Iberville River, about midway between New Orleans and Baton Rouge. The first settler in Monroe was James Monroe, who came from Virginia in 1786. He purchased land east of what is now downtown Monroe from Pierre Parenteaux for $500. In 1812, Monroe incorporated as a village under the name Parisiana. The original courthouse and jail were built here and remain standing today as part of the town core. In 1863, General Nathaniel Banks burned down parts of what are now downtown Monroe while invading Baton Rouge to take it back from Confederate forces under General Robert E Lee. The destroyed buildings served as barracks for Confederate troops during the siege which lasted six weeks. After World War II ended, much development took place in both downtown and adjacent neighborhoods such as Midtown which became known throughout Louisiana for its high-quality shopping malls and modern architecture%. Today, city government services are provided by three entities: a mayor/council team with eight members; an elected school board; and an appointed Police Department that reports to City Hall

Monroe, Louisiana is a town in Jefferson Parish, Louisiana, United States. The population was 9,393 at the 2010 census. It is the second most populous parish in Louisiana after New Orleans. Monroe was founded by French colonists in 1763 and named for James Monroe, then the Governor of Virginia. The first white settler in what is now Monroe was Jean Baptiste Pointe du Sable who arrived on July 26th, 1699. The area that includes Monroe today was part of the Rapides River Colony which lay along the Mississippi River east of New Orleans. In 1803, when Napoleon Bonaparte moved his army through Rapides Parish to invade Alabama and Mississippi as part of his Second Crusade he ordered General Andrew Jackson to march towards Baton Rouge to drive out these settlers before he invaded Texas. On November 12th 1803 an expedition under General Jackson's command drove the Spanish settlers out of what would become Monroe County (the present day Jefferson Parish) by force while they were still building their homes on land that would later be known as Pointe du Sable Highway 1A. As a result of this event and others like it during Jackson's presidency including victories over Indian Wars and Creek War campaigns Monroes began appearing on maps across America for the first time ever This led to economic development with plantations such as John Dix's Dix Land Company becoming one of America's largest cotton producers allowing for large shipments back home across the river into New Orleans On December 21st 1830 Representative Nicholas Biddle from Oxford Township voted "no" on a resolution seeking statehood for slave owners in Louisiana but this vote did not lead to any changes taking place until 1840 when Representative Lafayette Hogue sponsored a bill making slaveowners free within five years providing no relief or compensation to slaves who remained enslaved In 1848 Buffalo Bill Cody came through rapids parish on horseback visiting many plantations and hearing about life inside slavery which led him to start abolitionist organizations like Compagnie des Amis de la Liberte where he eventually became its president
