Monroe is a small town in Orleans Parish, Louisiana, United States. The population was 5,814 at the 2010 census. It is part of the New Orleans-Metairie–Bogalusa Micropolitan Statistical Area. Monroe was founded by French colonists in 1718 and named for James Monroe, then the Governor of Virginia. The first settler in what is now Monroe was Jean Baptiste Poirot who arrived on July 4, 1718 from Belle Île de la Garde. He had been an ensign in Captain Jacques Marquette's expedition that explored the northeast coast of North America during the 1700s. In 1803, John Fenton bought 1/2 mile (3 km) of land east of present-day Monroe from Jean Baptiste Poirot for £1 ($2). In 1812, Fenton sold three-quarters of his interest to James Kenedy for £5 ($10). Kenedy built a cabin on this site and called it "Kenedy's Cabin". A few years later he donated all or part of his remaining interest to the town to build a school and tavern which became known as "The White Swan" after him. On December 12, 1830 – one year after Covington's incorporation as a Town – Monroe incorporated as a Village under the name "Monroe". On November 30th, 1840 President James Buchanan ordered General Beauregard to march on Baton Rouge with 10 thousand men intending to destroy any resistance thereto by force if necessary; but instead they found only 500 rebels assembled at Alexandria within four miles (6 km) of Baton Rouge…. Monroeville reported that night that they could not findBATON ROUGE…. General Beauregard learned about this situation early next morning when he received reports from Lieutenant Colonel Claiborne telling him there were 2000 insurgents between Alexandria and Baton Rouge…]At daylight on Sunday November 30th orders were given by General Beauregard to march directly upon Alexandria without waiting for reinforcements….. Monroe was founded in 1763 by the French and Spanish. The area that today makes up Monroe was first settled by Native Americans, who called it Mona Lisa or Monsalva. In 1802, Lafayette purchased the land from the Indians for $10,000. After becoming an American territory in 1803, Monroe grew rapidly as a center of commerce and culture. In 1865, General Ulysses S. Grant ordered the burning of all Confederate property in Louisiana after the Battle of Gettysburg. This event is often considered to be one of the turning points in the American Civil War. The town quickly rebuilt following the fire and continued its growth until World War II when it experienced a significant decrease in population due to military service and then postwar reconstruction. A new bypass was built around Monroe in 1955 which helped reduce traffic congestion on Interstate 10 near downtown Monroe. In 1994, Hurricane Andrew destroyed much of downtown Monroe but local businesses were able to rebuild quickly using donations and government assistance. Since then, rapid development has resumed including new housing developments and a major healthcare facility opening in 2006 which has increased business activity throughout downtown Monroe.
