Monroe, Louisiana is a town in Rapides Parish, Louisiana, United States. The population was 6,663 at the 2010 census. It is the third-largest municipality in Rapides Parish after Alexandria and New Orleans. Monroe was founded by John C. Monroe in 1853 as a post office on the site of present-day Monroeville. The town became an incorporated village on December 14, 1907. On February 20, 1959, it annexed the adjacent unincorporated community of Plaquemine. The annexation created a total population of 10,811 residents within its boundaries. In 1960, Monroe became one of only two towns to be ceded to neighboring Jefferson Parish following the installation of then–Governor Edwin Edwards as President Lyndon B. Johnson's Vice Presidential running mate on November 3rd in that year's presidential election; the other being Metairie (now New Orleans). In 1970 Monroe lost its charter status but regained it on July 1 when Lafayette County voters ratified a resolution authorizing annexations from other parts of Rapides Parish without first obtaining local approval through referendum or bill passed by the legislature; this action caused some confusion because no such annexations had been authorized by law prior to that date. On October 15th 1978 Hurricane Betsy destroyed much of downtown Monroe with damage estimated at $25 million including loss or destructionof over 100 businesses and homes leaving many people homeless for weeks or months after its landfall just north of town limits; this event also damaged several hundred small businesses located near Main Street/Upper Boulevard which served as commercial districts for both neighborhoods until their demolition during later years due to lack of funding for reconstruction efforts plus exposed steam pipes leading into Municipal Building which were still visible today from outside streets looking up onto building exterior despite heavy protective coating applied years earlier during storm surge events aftermath efforts immediately following hurricane heavily damaging winds resultant flooding inside buildings extensive damage reports received from surrounding communities throughout state resulting in Federal Emergency Management Agency presence overnight making preplanned response actions possible including calling forth entire Stampede Division consisting originally formed three days previous when major hurricane warning order was given effective midnight hours preceding landfall approximately 2400 hrs daylight local time
