In 1984 USLHS graduate Dr. Harry Riley created history when he successfully argued before US District Court Judge Wanda Hughes that school board members could not be held liable for damages done to students' property while attending school since they were not principals or teachers; this case effectively ended local public education funding rates throughout much of Louisiana leaving many low income students without any form of educational assistance other than religious instruction conducted through family homes or group classes taught by unlicensed individuals often referred to informally as "churches."
