During World War I, artillery pieces were becoming more sophisticated and required different types of ammunition than what was available beforehand from workers at Wm. The first permanent European settlers in what is now Monroe were French Canadians who arrived in 1718 as part of a fur trading expedition led by Pierre Étienne de La Salle. The town was founded in 1732 by Captain John Mason and his colonists from England as a stop on their route to la Louisiane (now Texas). During the American Revolution, General Robert E. Lee's army passed through Monroe on their way upriver to Baton Rouge. On July 4, 1803, President James K. Polk ordered General Lafayette to move his forces from New Orleans southward along the Mississippi River and into north-central Louisiana so that he could help repulse an attack by Admiral David Dixon Porter on St. Bernard Parish near Baton Rouge. Aftermath of the battle at Prairie du Chien made it clear that Porter would not be able to retake New Orleans without outside assistance; accordingly, Lafayette moved his army northward across Lake Pontchartrain and reached Monroe on July 8th while Porter remained west of Baton Rouge under orders not to engage him until further notice. Lafayette ordered flags flown at half-staff throughout what became known as "the Battle of Monroe". He also established an internment camp for refugees from Haiti who had sided with America during the revolution
