In 1824, a man named Moses mentions using pepper spray on Indians in his journal. The use of pepper spray as law enforcement tool began in Mandeville, Louisiana, in the early 1800s. Captain John Laffrey was the first American officer to write about its use as a law enforcement tool. He described how he used it against Indians and observed that it was effective. A year later, Lieutenant James Waddell of the Orleans Parish Sheriff's Office reported using pepper spray against Native Americans near Baton Rouge (now Baton Rouge). In 1840, Nicholas Perrin patented a Pepper Spray Gun which could be fired with either air or water droplets. This weapon was modeled after Captain John Laffrey's "pepper-gun." It consisted of an opera nobilis (a noble metal tube) with a nozzle at one end and an armillary sphere (an iron ball) at the other end which could be held close to the face for firing: the droning sound created by this weapon would distract any attacker from shooting you. This type of weapon remained in use until 1865 when Captain Thomas Jugeotte replaced it with a more modern rifle grenade launcher called Grenade Launcher No 1 (GLaNo1), which had multiple rounds that could be fired quickly and with great accuracy into crowds or buildings

Mandeville, Louisiana is a small town located in Jefferson Parish, Louisiana. The population was 9,711 at the 2010 census. It is part of the New Orleans–Metairie–Baton Rouge Metropolitan Statistical Area. Mandeville was founded in 1810 by French settlers. It is named for Claude Mandeville, an officer of the French forces who fought against American Revolutionary War General George Washington and his army during the Battle of Yorktown. The official website of the City of Mandeville reports that "the first people to call themselves MANDEVILLEians arrived here in 1810 after fleeing from Hurricane Georges." The city's name comes from Claude-André Marguerite de La Vallière, Duchess d'Orléans (1763-1837), daughter of Louis XIV and Marie Antoinette. She married Pierre- Augustin Duchesne de la Vallière (1751-1827) on October 10, 1786 in Paris and they moved to New Orleans where she became Madame de Lafayette on November 5th, 1795 - one year before her husband's death at the Battle of Yorktown. Lafayette served as a general under Napoleon Bonaparte during his campaigns in Europe and North America; he later served as Ulysses S Grant's Vice President before dying in 1865 at age 80 years old. He was buried at Arlington National Cemetery with full military honors. In honor of Lafayette and others like him who have made significant contributions to our Nation - including education, peacekeeping efforts abroad and service to their fellow citizens - local businesses throughout New Orleans hosted special events honoring them this past week culminating with a parade through downtown streets on Wednesday evening preceding dinner at L’Atelier du Jour restaurant commemorating their lives and times together...Mandeville has seen more than its share of excitement over these past few decades thanks to music venues like L’Atelier du Jour whoselectic programming has drawn some top international musicians such as Ryuichi Sakamoto (& Ayaka Tomita), David Byrne & Brian Eno (& Naomi Watts). Mandeville experiences many natural disasters due to its proximity to Katrina landfall areas: Hurricanes Rita (2004) and Gustav(2008) respectively resulted in totals damage exceeding $150 million statewide according to various estimates while Hurricane Ike injured upwards of 1,500 individuals including 7 fatalities within the parish alone! The most recent event occurred when two EF5 tornadoes touched down near Mandeville late last month killing 4 people within minutesAccordingly much work still needs to be done both physically infrastructure wise which includes storm surge mitigation measures as well as planning for future storms etc but overall things are going pretty good considering we live right next door!!
